What is the SLD regulation (JPJ mandate)?
Malaysia’s SLD policy is a mandatory safety regulation enforced by:
- JPJ (Jabatan Pengangkutan Jalan)
- Ministry of Transport (MOT)
- Supported by PUSPAKOM / APAD
The rule requires all commercial vehicles to have a system that:
- Electronically limits maximum speed to 90 km/h
- Prevents overspeeding via ECU control or fuel restriction
- Is certified, tamper-proof, and verified by JPJ-approved bodies
This is NOT optional — it is legally enforceable nationwide.
Which vehicles are REQUIRED to install SLD?
The mandate applies to:
Goods Vehicles (Lorries)
- > 3,500 kg Gross Vehicle Weight (GVW)
Passenger Vehicles (Buses)
- > 5,000 kg AND > 8 passengers
Covers:
- Lorries / trucks
- Prime movers / haulage
- Express buses
- Tour buses
- School buses (depending on spec)
Official JPJ Enforcement Timeline (3 Phases)
Malaysia is rolling this out in 3 strict phases:
Phase 1 — Verification (STARTED)
- 1 Oct 2025
- Applies to vehicles built after 1 Jan 2015
- Requirement:
- Verify existing SLD functionality
- Ensure limiter is active at 90 km/h
Phase 2 — Activation
- 1 Jan 2026
- Applies to older vehicles (pre-2015) with ECU capability
- Requirement:
- Activate built-in speed limiter
- Calibration + certification
Phase 3 — Full Retrofit (CRITICAL DEADLINE)
- 1 July 2026
- Applies to vehicles without SLD
- Requirement:
- Install JPJ-approved SLD device
- Full certification required
Bottom line:
By 1 July 2026 → ALL commercial vehicles must be SLD compliant.
Why this law exists (Strategic importance)
This is one of the most important transport safety policies in Malaysia.
Key reasons:
1. Reduce fatal accidents
- Heavy vehicles are involved in high-impact crashes
- Overspeeding is a major contributor
- SLD removes reliance on driver discipline
2. Enforce uniform national speed cap
- Hard limit at 90 km/h
- Applies regardless of road conditions
3. System-level safety (not human-dependent)
- No override by driver
- Cannot “cheat” speed with behavior
4. Standardize fleet compliance
- Eliminates uneven safety practices across operators
What Must The Lorry Owner Do?
Step 1
- Identify your category
- Post-2015 → verify
- Pre-2015 with ECU → activate
- No SLD → retrofit
Step 2
- Go to JPJ-approved installer
- Must use:
JPJ-recognized workshop Certified device (UN R89 compliant)
Step 3
- Install / activate device
- Set speed to 90 km/h
- Integrate with ECU or fuel system
Step 4
- Get mandatory documents
- You MUST have:
-Slip Pengesahan SLD (confirmation slip)
-Laporan Kefungsian SLD (technical report) - Must be kept inside vehicle at all times
Step 5
- Pass inspection (PUSPAKOM)
- Required for:
-Road tax renewal
-Permit renewal (APAD)
-Fleet audits
Step 6
- Maintain compliance
- Re-certification every 2 years
What is the penalties for non-compliance?
Financial
Fines: RM3,000 – RM10,000 per vehicle
Operational
-Cannot renew permit / road tax
-Fail PUSPAKOM inspection
Enforcement
Vehicle can be:
-Impounded
-Grounded
-Blacklisted by JPJ
Legal
-Repeat offences → court action
